Does Waxman-Markey mean homes will have to be inspected by the efficiency police before they're able to be sold? Who exactly will be doing the inspecting, and what will be the consequences? Is it going to be modeled off of California's AB32 Home Energy Rating System (HERS) Program? Will "energy efficiency" become a "material fact" that will have to be disclosed in real estate transaction?
